Will the wealthy be paying IN to social security ?
Taking from the rich does not seem to be in character for Bush. Could it be he sees SS as something for the poor, with private accounts being for the rich?

1. SS then becomes perceived as "welfare" for the poor which
will almost immediately lead to it being obliterated. Welfare for the wealthy is encouraged at every turn but a program perceived to benefit mainly the poor will be doomed to an early death.

After all if the poor don't have the good sense to invest in private accounts, IRAs, etc. they deserve to starve in their old age. The fact that they don't have the MONEY to invest in private accounts is beside the point.
