What teachers is he listening to? Maybe the ones in charters or Christian schools that are not accountable under NCLB. I'm sure that NCLB has been a boon for their enrollment.

4. Utah and 11 other states/cities are suing
to get rid of NCLB because they say it dictates what they do in the classroom while only paying about 5%, if that.....
