that the Sente would not go into closed session to review additional and sensitive material on the Bolton nomination.

The Dems are well and truly pissed. Lugar just slammed it through on a party line vote. No closed session by a strict 10-8 party line vote.

is we can't have a discussion about this motion. She's pissed that he cut her off. Helms (Jessie) shut down debate 17 years ago, so Lugar wants to shut down debate on this motion. Lugar says he thinks the Dems will filibuster. Biden said this wasn't about the filibuster. The question is about whether Bolton tried to get people removed from their jobs. We may be creating a bigger problem by not doing what we normally would do...to debate the motion.

Also Mr. Westerman. Five levels with no direct line to JB. Known to all of his colleagues he had chilling effect on those underneath.

Sec'y of state had to go apologize so it wouldn't happen again.

Should be indictable. Not a reason for promotion! I'm surprise this is not a crime!

It's the precedent we set by doing this. It's what we say about how business is conducted. At a time when our intel has been brought into question. SOS made allegations that we now know are incorrect.

He has engaged in behavior all of us find appalling. Many witnesses to this. Listen and then determine whether he should be confirmed.

What he said he was attempting to do, it seems to me to warrant listening very carefully to his explanation. He said he was just on his way home, the CIA was on his way home. Turns out, he went out there in the morning. Maybe that's a minor thing but it doesn't comport with whether or not he was trying to take out Mr. Westerman.

As we got more testimony we found out he went back and back and back again. I suspect you respect the people who had these punitive actions taken. Dep. SEc. Armitage, Powell, dep sec MClaughlin, every single time Mr bolton asked to have something done about a subordinate, his entire career he was overruled.

His superiors stood by their employees. The sec'y of State said I stand by the analysts. Said a woman stole gov't papers. Maliciously lied about someone doing their job. I would be dumbfounded. Maybe it doesn't matter here.

Not just about dealings with foreign diplomats, it's about dealings with staff. He's a good lawyer. He wanted these employees punished. Three times he followed this over a period of months. AFter sec'y of state supported Ford. How many times has SOS felt it necessary to go down and speak to analysts?

Bolton said Westerman did a bad job. Punitive action against Mr. Smith. The evidence shows the two men have never met. Smith said speech by Bolton to Heritage Foundation was not cleared. He went out of his way to get him fired. Bolton said "I lost confidence in him." Does he really expect us to believe this stuff?

the rule is to create a record. We're not doing that. 22 years I've been here, SEn Helms process was a long process. We reached otu and got info, first time I've seen hasty curtailment. There is something larger at stake, the integrity of this room. And we lay down the rpecedents, process by which rule of law is judged. We're not living up to that.

I get the politics. Been schooled in that the last couple years. Is there some way we can satisfy the majority and the committee that we've done our job? What we're talking about...if you're an analyst at the bottom of that chain, Ford obviously respected, he picks up what's going on.

We haven't had him testify or people who've given info since. Haven't explored that record. Four serious patterns:
1 retaliation
2 attempt to manipulate intel
3 abuse of those who get in way of 1 and 2
4 denies what is on record

We're voting on the truth and the fact is Mr. Ford et al all say he tried on several occassion to get them removed.

Sorry to hear you're not feeling well. Today was a great, great day. I left work at 4:00 and missed everything after that, but when I heard Ed Schultz say they were delaying the vote on may way home I almost drove off the road! Maybe we'll finally have a victory. Hell, the delay was a victory.

Allegations are new to me and have not been vetted. Might make a difference if true in how some poeple vote. I feel much like SEn Voinovich, some ideologically will support or not, struggling to get a sense if temperament and veracity are sufficient to put hime in sensitive position.

We need to make informed decisions for others not on committee. Allegations are serious. I flew back from ILL with president. Asked by a reporter should it be delayed. I said I don't know, but that was without allegations here. Maybe you can tell me mechanism by which record can be amplified if this moves out of committee.

Lugar: Committee staff could continue to work through allegations, make it available throughout the senate. Declassify CIA and State records be made available. We have had alot of investigations. Could be that Sen is correct, witneesses could change votes. That only senators know. Hopeful delay that things may turn up and things are turning up. It's a serious nomination for our country. We have alot of evidence. members have discussed. Want more debate.

Biden: I tried to find out info. Intercepts he received says name of foreigner and an American. It was asked by Sen dodd did he ever ask to see the name of the American. On ten occassions he sought the name of the american. Can anybody here testify is that an unusual practice?

The detractors say he wanted to find out. I don't know if that's normal but it's sure worth finding out.

Dodd to Biden: Written documentation as to rationale of the requests.

Hagel: In regard to Sen Voinovich. I would respectively suggest ammending sen dodd's amendment, to the middle of the week or whatever that this not get drug out.

If votes play out the way I suspect, the vote will not come out of this committee. Take Dodd amendment, address the issues and let it come out of committee.

Allen: Following up on SEn. Hagel. I'm sure dodd was happy this was open and everybody could hear them. In event of tie vote on motion to proceed, would that kill the nomination? would it be carried on another time? (loser) Strategically thinking, wait for second down, I would also ask opponents produce a bill of particulars of allegations so does not continue week after week on things that some consider serious. Have to have UN ambassadors look out for taxpayer. has become an issue, the wiser action is to have a time limit. What would impact of tie vote on nomination?

Lugar: First motion would be report nomination favorable to senate floor. Also an option be reported without recommendation. Could be a motion reported unfavorably.

Biden: 9-9 votes will fail. committee can proceed or to call WH to pull the nomination.
