Let's play: fascist or not?

Is the person who said this a fascist? Why or why not?

It's hard to say. Since the speaker didn't DIRECTLY invoke the rule of law in establishing this "new world order," I wouldn't directly say that he/she is a "fascist," since I consider a fascist to actually be one who purports to use the rule of law to establish an idealized society, based on magical thinking, wherein corporations and the government control all of society, and egalitarianism is not present.

HOWEVER, it could be what I call a "stateless fascist," or somebody who is proposing totalitarian thought. And I don't care if this is one of those "surprise! It's a democrat" quotes -- Democrats can be narrow-minded totalitarians, as well.

I feel he can justifiably be called a fascist, and I was wondering what you all thought based on this quote.

Maybe he meant "arbiter" -- that'd be more correct, yet even scarier.

7. No. Not enough evidence to claim any given ideology.
We merely know that:
1. They are authoritarian.
2. They are moralistic.

It is quite possible to hold those points and not be fascist. Lenin, for example.
