How the administration will get people to fight wars without a draft.
Indentured servitude.
If you get in debt and can't pay off the debt, what options will be available to you? Bankruptsy is gone. How about if the gov't pays off your debt if you give a certain number of years in the armed forces? They won't market it as indentured servitude obviously, but that's what it'll be.
2. Or jail. Nice federal jail. Maybe you could pick up some new job
skills which are hard to come by when you have no money and the government isn't interested in people getting them. Good meals. Gyms. Color TVs. Makes more sense than Iraq.
I wonder if they'll take away that option. You can't pay your bills, you go to Iraq (or wherever is next). The US has never done that but other countries have. And, you know, 9/11 changed everything . . . :sarcasm
look for that to go even higher. They know a draft a la Vietnam won't fly; best to run the country into the ground and force the poor and middle class into the military.
I listened to John Edwards on CSPAN last night discussing the predicament of hard working families - a family (either single parent or both) making ~ 50K with a couple of kids would be completely screwed over the loss of a job or a disability. There are millions of people in this situation. Of course they'd join the military to feed their families and keep their homes. Scary as hell.

in the military rather in jail.
They'll offer all those illegal aliens and their families citizenship after they serve in the military. Their are millions of them. Or maybe we are already doing this? :shrug:
9. One thing - with the middle class in the army, who's going to pay taxes?
The middle class pays most of the taxes. Just run up some more deficits? Also note, with everyone in the army getting shot at - no need to worry about SS - there won't be anyone to pay.
