WASHINGTON — The former US military chief in Iraq authorised the use of dogs and other widely condemned and illegal techniques to intimidate prisoners during interrogations, the American Civil Liberties Union said yesterday.

A Sept 14, 2003, memo signed by Lieutenant-General Ricardo Sanchez authorised 29 methods of interrogation, including 12 which "far exceeded" US military regulations as well as the Geneva Conventions covering prisoners of war, the ACLU said. The methods included using muzzled army dogs in a way that "exploits Arab fear of dogs" and placing detainees in painful "stress positions".

"General Sanchez authorised interrogation techniques that were in clear violation of the Geneva Conventions and the army's own standards," Mr Amrit Singh, an ACLU lawyer, said in a statement.

Mr Singh called for Gen Sanchez and other high-ranking US officials responsible for alleged prisoner abuse in Iraq to be held accountable.

2. "to be held accountable" the futility of this plea is beyond words
I am afraid it would be easier to move Mt. Whitney than bring any of those criminals to justice. The "war on terror" has given them license to do practically anything they desire.
