To mods: thanks for moving this from LBN. Sorry to have posted there!

Someone I know knows of a situation where a fellow is running a whole handyman-contractor business under the table, without any licenses or permits, without workers comp or social security for his half-dozen employees, without any protection for his clients that bonding would provide, etc. He's running this out of his residence, with employees picking up tools and supplies there. He's been in violation of city nuisance laws for having piles of salvage stuff that have been removed from work sites, a work trailer on the street, etc.

The person I know thinks this guy should be slapped, because of the cost to everyone else who pays taxes and because of the potential cost to an employee who might fall through a roof or the homeowner whose property might be damaged or who might be responsible for a handyman getting hurt on property.

It seems that reporting to IRS might be a way to start, unless it's possible to report an unlicensed contractor anonymously, or to report an employer who's not paying social security, anonymously. Nobody wants any trouble, just want this guy to stop cheating people.

I had something similar happening and took it to court. This depends, of course, on how serious your town is about the zoning laws. My town was very serious.

doing bookkeeping and taxes...

a few years ago she attended a seminar for tax preparers -- this was put on by the IRS

a question was asked about the IRS help line listed in the booklet that comes with your tax forms

answer: oh, don't use that number -- the people we hire to answer those phones aren't even qualified to work at McDonalds. I'll give you another number to call
