Need Help with "Soft Money" bill

Need Help with "Soft Money" bill
My husband went to his Union meeting last night. And there someone had a petition for a recent bill that was approved in Congress about soft money. Something about they increased the amount of money that you can give to politicans but also stopped unions from being able to donate money to politicians. Husband couldn't find him at the end of the meeting to sign petition and the man said he needed so many signatures in different counties etc. We are in Ohio. Does anyone know about this? Usually I'm up on these things but I don't remember hearing about this.
