1. Because he was fighting "the wimp factor."
And if he could surround himself with people who seem wimpier than him, he'd look "better."

No offense, because I kinda like Souter.

4. Souter is GREAT... considering the mediocrity of the....
rest of the court.

To answer your Q., the GOP was not as hard right at that time, Bush Sr. was more centrist than the Reaganites he replaced and Congress, both houses if memory serves, was Democratic.

Also, Souter, though a nominal Republican, had a rather limited resume, judicially speaking and was a bit of a tabula rasa.
