Did Clinton look the other way with N Korea?

I am debating someone that is blaming Clinton for NK having nukes. I wasn't as into politics like I am now so I don't know the deal. Can someone lead me in the right direction?

1. Clinton made serious diplomatic progress with North Korea.
Bush fucked the whole thing up within his first couple of weeks in office.

The fault lies entirely with the Bush administration.

3. Not at all.
He bought off N Korea with oil, food, and a promise of a reactor that could not be used to make weapons.

Bush reneged on those promises as almost his first act in office, which is why N. Korea has the bomb now.

8. In fact, Clinton was scheduled to GO to NKorea in Dec.2000, but BushInc
told him they preferred he NOT go since they wanted to be fully in charge of the future NK policy.

well every time Clinton tried to bring up North Korea there were a bunch of freak-repukes who would yell about how he was trying to divert attention away from the impeachment......and now they're trying to blame him for not being more proactive? such bullshit

11. He dealt with NK in a smart way.
Kim is a spoiled little boy. He wants personal, one on one attention. So Clinton had unilateral talks between the US and NK, which produced good results.

This Bush administration opted to use a different approach. First, they threatened NK by declaring it part of an "Axis of Evil." Then they refuse to deal with NK except on a multilateral basis, ie: only in talks with several other nations in that region. This left Kim feeling threatened and "unspecial," and like any spoiled child he has retreated and starting throwing tantrums.

Except, in this case, "tantrums" equals advancing a program to build nuclear weapons and delivery systems.

The Bush administration is a bunch of idiots, as far as their approach to relations with North Korea. Total, blundering, arrogant idiots.

17. Nonsense.
Clinton was totally on top of any violations. And was using diplomacy to deal with them. He fully briefed the incoming administration on this issue. Had Bush continued with this process, we would not be in this danger now.

NK did not re-open their plutonium reprocessing pits until after Bush fucked this up.

If NK uses a bomb, it will be a bomb provided to them by the actions of George W. Bush.

15. It wasn't until Bush took office that NK began blocking monitoring
of their nuclear sites (turning off of monitoring cameras, etc.)

Until then, it wasn't really a problem.
