1. Lame duck means they can't run again.

Bush is in his second term and cannot be president again.

lame duck
n : an elected official still in office but not slated to
continue

It goes both ways. Either the Congress decides to ignore him since his career is winding down or he decides to do whatever he wants because his career is winding down.
