SHEFFIELD TOWNSHIP -- Eight months after legislators heaped extra requirements on ''touch-screen'' voting machines, Ohio Secretary of State J. Kenneth Blackwell has abandoned electronic voting in favor of less expensive optical-scan devices.

The decision, announced by Blackwell yesterday afternoon, requires county election boards to drop punch-card ballots and install optical-scan machines by the November election, said Carlo LoParo, spokesman for Blackwell's office.

That will mean a change in course for Lorain County, which was one of only three counties pursuing touch-screen devices for use in last year's November elections, before being ordered by Blackwell to use punch cards amid security concerns.

1. Of course he can dump them now, they'e served their nefarious
purpose. . . wonder what state he'll sell them to. What's the next great battleground state? New Mexico? Washington? I'm sure he can find a buyer that needs some . . . help. . . . with their votes.

2. There MUST be random crosschecks of machine vs. hand counts.
These MUST be done even when races are not close and routinely in EVERY RACE. Otherwise, elections can be stolen just as easily as with touchscreens.
