How bush plans on paying for his pell grant expansion

WASHINGTON, Jan. 13 — President Bush proposed on Friday an increase in the government Pell Grants that help lower-income students afford higher education but said he would shave the cost out of a federal student loan program that also provides college aid.

1. That's odd. A week ago I was hearing that the administration
was cutting money to Pell grants. What's the real story?

5. My guess is that they are doing some shady accounting
that adds to one area and cuts another by more. I'll research it.

4. It's an administrative cut
They changed the financial requirements or something, which amounted to a cut in the number of kids eligible. This is different. Like I said below, I'm pretty sure this is part of what Kerry proposed.

3. Kerry's plan

I'm almost positive this is exactly what Kerry proposed during the campaign. But I agree with Miller and Kennedy, I'm not counting any chickens when it comes to a Bush proposal.

Yep. Financial aid for college: You got it - you got it - you DON'T got it (but hey, how about joining the armed forces to fund your education?)! Shrub ain't gonna do anything that would make it LESS likely for poor kids to join the military.
