When we were trying to get a companion bill for HR2239 into the Senate, Clinton introduced S1986 which was a horribly weak and loophole-ridden piece of crap.

Later, when Boxer/Graham/Clinton were to combine their respective bills, Clinton's efforts served to make the resulting bill another mess.

Edwards:
Sole cosignor to Clinton's piece of crap

Kerry:
Did not support any bills to require a paper trail.
