Perhaps you recall Bill Frist's efforts this Congress to amend the Senate Filibuster rules to end debate with a simple majority rather than the 2/3 super-majority which is traditional. Most of the controversy of this rule change dealt not with its efficacy but rather its timing. I assume the Senate rules are established at the beginning of the next secession. With Rehnquist close to the grave and Bush itching for more tax cuts the Democrats in the Senate have no power to stop anything regardless whether they are wearing tutus or not.
