Ohio, wasn't the race fixed a long time ago?

Ohio, wasn't the race fixed a long time ago?
I am sure I remember that there was a guy who is in charge of a lot of the electronic voting machines. And I believe a letter surfaced on the internet, as well as here, where he stated he wanted George Bush to win and would do whatever it takes to make that happen. That was the heart of the letter anyway, not a quote.

I *believe* this was an Ohio person, but can someone verify that? Isn't this something that should be brought to the attention of someone before they completely steal the election?

Thanks for any information you can give.
