I've been trying to tell people this.

He snuck his RAVE Act into the Amber Alert Bill 3 months ago. The bill holds bar/club owners and producers of events (musical or political) legally accountable if ANYONE ANYTIME is caught on the premises with a controlled substance.

They are using this bill to squelch political dissent. A NORML fundraiser in Billings, MT was cancelled due to DEA intimidation. "Violators" can be charged with distribution and may face $250,000 in fines.
