How Kerry Differs From Bush On Iraq

I constantly see the question asked, how would Kerry be different for Iraq and what makes him think that he could bring our natural allies to our side on this one? If I understand Kerry's position correctly let me try to sum it up, with my own elaboration in some places:

Immediately upon assumption of the Presidency John Kerry should call on the UN to convene a meeting of the major parties in Iraq, the sects, tribes, whatever puppet government was in place at the time and any others deemed appropriate, including the US representing its interest as an equal party. Security for this meeting, which would take place in Iraq, would be provided by US troops - under the command of the United Nations (probably with no officer higher in rank than Major assigned to the duty). The purpose of this meeting would be to decide the form of Government Iraq would adopt a it began its future. The only requirement the US would make would be that whatever form of government was devise that it at least be one that is validated from time to time by popular vote and that it be based on a document that concurrently provided some minimum level of human rights. Other than that we would be out of it other than to insure the peace, a process rendered simple because ALL partys would be included. This more peaceful and deliberative Iraq would prove futile ground for investment from Asia, Europe, and the US as well.

Am I not correct in my understanding of Kerry's policy (once again, with my elaboration) on this or did it come to me in a dream?
