TampaTrib praises Kerry on environment....is this an endorsement?

I can't tell it if is actually an endorsement. It is on the page with other endorsements. For this paper to praise Kerry so highly is quite good. Not sure if endorsement or not.

SNIP..."On the environment, Sen. John Kerry's record outshines that of President George W. Bush. No one expected Bush, a former oil man, to be a Teddy Roosevelt conservationist. But the president has launched a relentless and unprecedented attack on pollution laws and wilderness protections, eliminating many regulations without public input.
In contrast, Kerry has been one of the Senate's most reliable champions of the environment.

Some of the president's stands were prudent, such as refusing to sign the Kyoto global warming agreement, whose restrictions could have harmed our economy. But invariably, the president sides with industry and fails to give sufficient regard to preserving our natural resources.

Bush has filled his top environmental posts with industry representatives who have sought to open vast tracts of public land to mining, logging, development, and gas and oil exploration. In developing policies, the administration often has discounted scientific evidence and ignored public sentiment.

Bush backed Vice President Dick Cheney's energy plan that would provide billions of dollars in tax breaks to energy companies while relaxing environmental and consumer safeguards. The administration relied on energy executives in devising the secretive strategy, which Congress has yet to enact...."

This trailing statement made me wonder:
