4. Most casualties: China. Most wars: England.

The PRC has murdered about 40 million of its own countrymen and conquered minorities within the border of its empire since 1949.

As to the most wars, that would depend on whether or not to count Soviet policing actions in Eastern Europe. If you don't, England is probably the winner, with the wars at the end of its major colonial era outrunning America's wars in Latin America.
