For months there have been persistent reports that President Bush is receiving instructions through an earpiece about what to say during public appearances, such as his debate with John Kerry. There's even an entire web site devoted to the topic. Now, for the first time, the Bush campaign breaks its silence on the topic in response to a query from Rory O'Connor and the MediaChannel.


NEW YORK, October 8, 2004 -- Is President Bush being fed lines through an earpiece in his meetings with the press and other public appearances? It may sound crazy, but many people have reported actually hearing, from time to time, another voice, as if on an audio feed, saying what President Bush then repeats several seconds later.

As "The Voice in Bush's Ear," a recent posting on the website, explained: "This site is a clearinghouse for discussion of whether President Bush uses an earpiece through which he's fed lines and cues by offstage advisers. His speech rhythms suggest this, as do some of his word choices and interjections, and his constantly shifting eye movements while speaking. And there's another form of evidence: Television viewers have sometimes heard another voice speaking Bush's words before he says them. "


One example is from when Bush spoke at D-Day ceremonies in France last June. As the site notes, "viewers watching on CNN, Fox and MSNBCŠ were startled to hear another voice speaking Bush's words as if to prompt him. " Some said this continued into the question-and-answer period.
Here's another example: when Bush appeared on television to address the nation on 9/11, some viewers of television stations in Quincy, Massachusetts and New York City say they heard another voice speaking, slowly and carefully, a few words at a time -- words which were then recited by the president. As one Quincy resident reported, "The voice was nondescript, male, definitely not the president's voice."

"Reporters should have looked into this long ago," the Isbushwired site proclaims. But to date the press has failed to ask whether the president secretly relies on unseen handlers for public events and press conferences.

Although now a died-in-the-wool convert, McKinnon is different from many Bush operatives in that he is open, responsive, and often displays a keen sense of humor, as evidenced by his emailed response to my query: "I love this. Am tempted to say, 'I cannot confirm or deny,' and let the story get some legs. Or, how about, 'Since we put the metal plate in his head, we have had some measure of success with audio transmissions to the President.' Or, 'Yeah, but it clearly broke down during the debate.'" McKinnon continues: "Unfortunately, the truth is not nearly as interesting. The answer is, 'The President has never been assisted by any audio signal.'"

So the official denial is now on the record. Any readers or viewers who think they can prove otherwise please do so. Any bloggers or chatters who can offer more than conspiracy theories -- see dailykos.com (Sat Jun 5th, 2004 at 18:43:30 GMT) and rense.com as well as postings on Salon.com and the Washington Monthly online -- please do so immediately. And any media professionals - like the "top Washington editor for Reuters" who reportedly told isbushwired last spring that "Sure, Bush uses an earpiece sometimes. State of the Union -- he had an earpiece for that. Everybody knows it." -- please identify yourselves.

1. Viewers were startled to hear...
Does anyone have a recorded example of this? Unless one can be made available for analysis, this will stick in the realm of anecdotal paranoia.

Of course the guy is wired, but we need some real proof to play with.

My official position until now has been that this ear piece thing is silly bullshit. Now I have two questions that need answers:

1. What is the bulge in his back?
2. What is the voice in that press conference?

I believe it's possible there are non-earpiece related answers to these questions. The Bush people could easily explain what the hell is on his back. Someone with a technical background can explain the second.

However, I will note that during the press conference, the voice comes up BEFORE Bush speaks - which is odd for an echo - AND, it doesn't appear to match up exactly with what Bush says. At the end, the voice says, "this is a positive step forward for Iraq" while Bush says, "AND this is a positive step forward for Iraq." (I've read posts online from people who heard the whole thing who say this happened throughout - it was not a word for word parallel - but I don't know who those people are and can't judge the accuracy of their comments.)

It's possible I missed the "and" in the voice - the audio's not 100% - but in any case, we have two unexplainanble things here. An earpiece would be an explanation, but I'm not convinced it's the only explanation.

I will also point out that, if there was someone feeding him lines in that press conferece, Bush handled it quite smoothly. There are no awkward pauses and the rest like we saw during the debate. I don't know what that means, but it's an interesting inconsistency.

8. Bush's speech cadence (in important events) is exactly
that of a person being intepreted..

xxxxx......xxxxx......xxxxxx......xxxxxx

Normal speech flows..does not stop and start abruptly, and then start up again..

So he normally speaks as if he's being interpreted? Are you saying that supports or hurts the earpiece theory?

when it's an important event, it's stilted...and the cadence is just weird..

And a few other times. As you say, his speech pattern is different. Sometimes he even looks like a dog cocking his ear. Non sequiturs. Gibberish. To me, it all adds up to EARPIECE.

wearing a vest.. I even commented at the time, how odd it was that even inside his BUBBLE he thought someone mght shoot him.:shrug:

62. He has been so well "insulated", that most people have not noticed
There's a reason he doen not hold regular news conferences, and why he usually attends only "loyalty pledge" events..
He's an empty suit.. His handlers have known it since 1998, and the general public has been too busy scrambling to make a living to notice..

Now they are starting to pay attention.. I just hope it's not too late :(

2. early in his presidency
* and Puti put were having a joint press conference. Puti was speaking through an interpreter. I was in my car listening to the radio. The cadence of the interpreter and the cadence of * speaking were exactly the same. I couldn't tell whether it was Puti's interpreter or * speaking. I was sure he was being fed info by an earpiece.

3. I know what I heard on June 5, 2004.
They can send me to GITMO, put a hood on my head, leash me next to a rabid dog and I won't change my story.

I heard the voice telling Shrub which reporter to point to as well as a good five minutes of audio prompting. I only wish I had Tivo'd it. There has to be a tape out there somewhere.

5. Here's the problem. A lot of people are missing the point.

The earpiece prompt is not helping Bush much in the debate format, but it did keep him from looking like the true dolt he is in many of his other appearances. Whether it 'helps' is not the point.

The point is that only the folks with their lips firmly attached to Shrubs posterior would not be OUTRAGED that our President has been and is wired for sound. Rove and company can spin like whirling dervishes and it would still be game over.

23. Exactly my feelings too

I believe that in tonight's debate, Bush did not have the back bulge.

I will have to really look at the video link again but I don't think he was wearing an earpiece tonight.

Ironically,his words flowed better tonight than before.
Tonight the meanness was able to pop its ugly head.

Tonight, IMO, they kept him on Rushpills and he was wired but not for sound/voice.

I think this is still compelling. I think there should be more questions asked of his staff.

I wish someone could get the raw footage from someone in Paris on the DD event.

This issue sounds small to many but it goes to the heart of his presidency. Is he a leader or just a Mean Old Puppet.

Compelling I tell you, compelling.

If they are caught red-handed they will say that this is not to "assist him":

- because he doesn't need assistance.
- it is just to repeat a question when he doesn't hear it (maybe Shrub's hearing was hurt by drugs, like Rush's).
- it is just to keep in constant, instantaneous touch in case the nation is attacked again ("the president needs to respond within seconds").

I think if they weren't looking for some wiggle room they would have just said "he never has worn such a device".

14. They can try that, but I don't think it would fly.

"They're feeding him the answers" will resonate with the public. It will be like a remake of "Quiz Show."

When I heard the voice say "point to John" at the start of the Q and A, I starting jumping up and down thinking the Shrub was toast. A tape of the Q and A would be extremely hard to spin in any way, shape or form.

and recording devices were NOT allowed..and the press was made to stay in a separate room watching it on TV..

19. I can't help but see the line leading up from the "box" as a coiled cord
It's straight for a couple of inches, then it widens to what looks like the size of coiled phone cord and disappears over his shoulder.

Bloggers stoke the conspiracy with the claim that the Bush administration insisted on a condition that no cameras be placed behind the candidates. An official for the Commission on Presidential Debates, which set up the lecterns and microphones on the Miami stage, said the condition was indeed real, the result of negotiations by both campaigns. Yet that didn't stop Fox from setting up cameras behind Bush and Kerry. The official said that "microphones were mounted on lecterns, and the commission put no electronic devices on the president or Senator Kerry." When asked about the bulge on Bush's back, the official said, "I don't know what that was."

So what was it? Jacob McKenna, a spyware expert and the owner of the Spy Store, a high-tech surveillance shop in Spokane, Washington, looked at the Bush image on his computer monitor. "There's certainly something on his back, and it appears to be electronic," he said. McKenna said that, given its shape, the bulge could be the inductor portion of a two-way push-to-talk system. McKenna noted that such a system makes use of a tiny microchip-based earplug radio that is pushed way down into the ear canal, where it is virtually invisible. He also said a weak signal could be scrambled and be undetected by another broadcaster.

Mystery-bulge bloggers argue that the president may have begun using such technology earlier in his term. Because Bush is famously prone to malapropisms and reportedly dyslexic, which could make successful use of a teleprompter problematic, they say the president and his handlers may have turned to a technique often used by television reporters on remote stand-ups. A reporter tapes a story and, while on camera, plays it back into an earpiece, repeating lines just after hearing them, managing to sound spontaneous and error free.

Suggestions that Bush may have using this technique stem from a D-day event in France, when a CNN broadcast appeared to pick up - and broadcast to surprised viewers - the sound of another voice seemingly reading Bush his lines, after which Bush repeated them. Danny Schechter, who operates the news site MediaChannel.org, and who has been doing some investigating into the wired-Bush rumors himself, said the Bush campaign has been worried of late about others picking up their radio frequencies - notably during the Republican Convention on the day of Bush's appearance. "They had a frequency specialist stop me and ask about the frequency of my camera," Schechter said. "The Democrats weren't doing that at their convention."

every time they had a shot of his back, I kept seeing that crease too and wondered about what the hell that was. Like someone else sais, I doubt if they just neglected to iron his suit. That dog don't hunt.

28. Yes, the wire went from around the front, to the back, you're seeing the
tail end of it there.

The box was in front this time, in his belt... He kept adjusting his jacket in the front very awkwardly.... I was looking for it.. and the jacket didn't fit quite right across the front at the waist.

No suit that costs $15,000 is going to have that kind of a ripple, wrinkle or crease in it, TRUST me.

I knew they wouldn't put a box on his back this time and was wondering where they hid it. I have a feeling that in debate #1 the system wasn't working properly -- thus the worse than usual performance. Last night he seemed more confident in his answers, but the odd pauses and rushed phrases were still there. The Kerry people should publically question this and insist on no wires for debate #3.

34. This was the FIRST time he had a time limit..
The 2 minute limit is what messed him up.. By the time "the voice" told him what to say, most of the time was gone...and he probably couldn't remember anyway..

In situations where HE's in control, he can take as much time as he likes, and he can stall and mug a bit for the "folks" while he's being fed the next line..

At the LIVE/timed event, he could NOT..

Why do you think he "practiced" so much?? They were practicing the timing...

There is a very obvious cord running from under the curtain, to the back of W's chair.

I'm assuming that since this was his first day in office, they didn't have time yet to install the specialized equipment he needs just to function and used a more primitive setup than what they use now. In later pictures of the Oval Office, the thick cord is no longer in sight.

42. Regarding that D-Day speech...
First, let me say that I DO think Bush is "wired" at times - the cadence, reports of cell phone jamming, the "bulges"...

However, I don't think the D-Day thing is anything but an "echo" of Bush's own voice. The reason it's a "reverse" echo is probably that the echo is live and the non-echo voice is on a delay. It's Bush's voice saying exactly what non-echo Bush is saying with the exact same intonation. Identical. Listen for yourselves. Try to find anywhere where the echo and the non-echo voice differ and report back here if you find any discrepancies. You won't.

Think about it. The purpose of the "wire" is to help him with spontaneous questions. It would be pointless for a speech or pre-written opening statements. As dumb as Bush is, I'm certain that he can at least read a teleprompter. What would be the purpose of Rove or someone feeding him his speech?

65. Echo doesn't work for me.
I was on the Mall in DC on New Years 2000. When President Clinton started speaking, we could hear it first on the television and then live from the loud speakers in the area. We thought it was really strange to hear electronic first and live second.

If I hadn't witnessed it I wouldn't have believed TV signals travel faster than the speed of sound. Much faster.

If the TV was on a seven second delay, the echo would have been seven seconds later too.

PS: The country was on high alert. We had caught one terrorist in Seattle and there could have been others. The crowd was so thick, it breeched the security fence and poured into the secured area. The secret service did not remove the President, the show continued.

was very unusual and I found it disturbing.
Ordinarily when we listen closely to someone
we tend to blink less as a natural way of
concentrating on what they are saying....
But if he was trying to listen to a voice
in his ear as well as to Kerry the excessive
blinking makes perfect sense.
Trying to listen to a voice in your head
AND Kerry would tend to make one blink trying
to sort out the two voices.

45. In regard to the mystery "bulge" on *'s back in the first debate...
it doesn't look all that 'mysterious' to me- I have a couple of heavy-cloth dress shirts that have a pleat, or vent, or whatever you call it where the material gathers in the back...and that's what it looks like to me.

Because it would have to be really heavy fabric to pooch out like that in the placket, making it look like a box.

it looks like a pleat from a heavy-cloth shirt, underneath a lighter (silk, cashmere...) jacket fabric.

besides, with the technology available, there'd be no reason for him to be wearing a bulky box in the first place- everything fits inside the earbud.
the only reason he'd need a box like that would be if he were transmitting as well as receiving, which would be totally unnecessary, for obvious reasons.

One thing I noticed on * in the last debate, was his suit jacket was very ill fitting.I've seen off the rack fit better. There were three long folds of fabric starting at the neck, extending six inches or so. My first thought was, that wasn't his jacket, as it looked to big for him. He has some well fitting suits, so what was he hiding under this to large a one? I used to sew so I notice these things.

60. I posted this in the "is he on something" thread
Upon seeing clips from 2000 Wash U. debates w/ Gore--back then--I suspected Bush was on some sort of benzo in 00 debate. Xanax, lets say. Sedate. A bit droopy eyed. Too calm out of the gate. Forming words but not ideas slowly.

But several years of benzo use plays hell w/ short and long term memmory, compunding speech problems in many people. Many times beople who are on long term benzo treaments are presribed Adderol (sp?), an ADHD drug, that helps them focus. I'm not certain, but I believe the drug is similar to a methamphetamine but w/ a so called "paradoxical effect" in peple who are truly ADHD, i.e. does not speed them up but allows focus.

I've known two people, both in 40's, who were not diagnosed ADHD as kids/young adults who have been presribed Adderol in conjunction w/ Xanax after years of Xanax use was impacting their cognitive abilities. It allows them focus yes, but I could always tell when they'd taken to much. Speed like effect.

So, my theory continues, W is to the point now where he has to be fed lines in high visibility, non-folksy settings. This second go round, they thought they'd up his Adderol (taken for ADHD all along or now as an adjunct to mitigate benzo side effects.) They also said "uh-oh" and moved the receiver somewhere under the left armpit, but the antenna till had to snale up along right shoulder blade. (Weak spot in my theory: why it can't run down his side or aound front I wouldn't know). The result was the pacing, near maniacal perfomance of Friday. They could feed him faster and he could retain more of it and talk faster.

Just my pet theory, mind you...

I will admit that I havent read all these posts to the thread. Even if Bush did use a earpiece, why could we hear it? It almost seems that the voice was edited in.

Bush is not a smart man, we all know that. I can't see him having the brain power to speak thru the microphone and listen word for word to a earpiece. Its very hard to concentrate on two things so flawlessly.

I don't know....Anyone want to answer this?

Seemed every few days something new which really didn't matter all that much. The economy, the war, patriot act. Hammer all that home, there is more than enough there to send him packing.

It is interesting to read about, it just seems trivial compared the things which are so much larger in the world. His policy on african nations, aids, and so on. We could spend our time better. But it is a free country :) and is interesting reading during lunch.
