2. "Dubious" is STILL a reason not to attack

I've noticed that what I'm reading is that the CIA did say the info was dubious rather than flatly saying it was false. If that's true, the change to "dubious" would be accurate. HOWEVER... is the public as likely to grasp the import of "dubious" as opposed to "false." That concerns me.
