Help with Homeland Security shortfalls please.

Does anybody know of any reliable and easy to read sites regarding the crap job bush is doing to make us safer? I'm interested in port security (I believe I heard that 95% of containers are not being checked), nuclear facilities, chemical plants, as well as the borders of course...also mayors not getting the funding they were promised and downsizing of fire & police departments. My husband is preparing a speech to give to the class he's in and it's full of freeper types, so he wants his facts straight. Thank you in advance. but do they have to be there to vote? From what I've seen on c-span, the votes are somehow called in...at least the place usually looks half empty.
