I just saw on Countdown that on September 10, 2001 Ascroft rejected an FBI request for more money to fight terrorism, and Condi Rice gave a speech about "problems ahead" that didn't mention al-Qaeda or bin Laden. According to Richard Clarke, the incoming Bush Administration didn't pay attention to the warnings of the Clinton administration.
