4. From June 2001
Having the President include funding for six C-130Js is a notable gain from previous years, when Congress typically had to fight to add the funding later in the budget process. For example, there were only three planes funded in the President's 2001 budget. In 2000, there were none.

Miller said it is important for Congress to remain active on this issue. The next step is to develop a plan to maintain and increase the number of C-130Js in future budgets, and to stimulate foreign sales, he said.

Bolding is mine. Wonder which possible future terrorist group Zell would have us sell this technology to?

7. Duh -Aha - now I get why he voted against his own party all these years,
June 28, 2001
Defense Department to fund six C-130Js
Sen. Zell Miller (D-Ga.) has praised a Defense Department recommendation to fund six Air Force C-130J planes in 2002 at a cost of $494.8 million.

The C-130J is built at Lockheed Martin in Marietta, Georgia.

"This is very significant," Miller said. "It's a big win for the nation, for Georgia and for Lockheed."
