Take Rohrabacher as an example. He got about 108,000 votes in '02. He could have won with less; plenty of Representatives win with far less.

100,000 is a pretty small base to appeal to, and as the reelection - or should I say recidivism? - rate for members of the House is pretty high, it doesn't take too much to win and keep winning.

Most Congressional districts are designed to be either very Republican or very Democratic; there are very few that can genuinely be considered "swing" districts.
