Just shows how meaningless these alerts are. They don't even believe them themselves. Never any followup, never any discussion. They have one purpose only -- diversion, distraction, and terrorizing the populace.

4. Just a theory

but I think Rove read a book by Eugene Burdick (Fail-safe & Ugly American) called The Ninth Wave. Uses concept of two gates: fear and hate. Open the fear gate a while (alerts), then close it and open the hate gate (swift boat liars) Keep people focused elsewhere while they loot the country!
