I know this is a suspect source "CIA Accused Of Bank Heist" however
it illustrates potential sources for AWOL's personal slush fund for dirty tricks.

QUOTE
The CIA and the Defense Intelligence Agency (DIA) are accused by International Currency Review, the London-based journal, of mounting a joint ultra-secret operation to electronically remove an estimated $10 billion out of the Iraqi Central Bank hours before the start of Persian Gulf War II. The whereabouts of the money is not known.

Please consider that AWOL has the authority under the Patriot Act to spend such money on anything remotely connecting to US interests such as "funding a covert CIA militia of mercenaries" or "sponsoring research to see how to rig electronic ballot machines" and AWOL doesn't have to account for a penny of those funds.

PATRIOT ACT
QUOTE

Section 203 of the International Emergency Powers Act (50 U.S.C. 1702) is amended--
(1) in subsection (a)(1)--
. . . . . . . . . . . . . . . . .

`(C) when the United States is engaged in armed hostilities or has been attacked by a foreign country or foreign nationals, confiscate any property, subject to the jurisdiction of the United States, of any foreign person, foreign organization, or foreign country that he determines has planned, authorized, aided, or engaged in such hostilities or attacks against the United States; and all right, title, and interest in any property so confiscated shall vest, when, as, and upon the terms directed by the President, in such agency or person as the President may designate from time to time, and upon such terms and conditions as the President may prescribe, such interest or property shall be held, used, administered, liquidated, sold, or otherwise dealt with in the interest of and for the benefit of the United States, and such designated agency or person may perform any and all acts incident to the accomplishment or furtherance of these purposes.'; and

2. "suspect??????"
Since International Currency Review ceased publication in 1992, I think it is safe to say the source is "suspect" all right!

Also safe to say the source is a "fake, fraud, or phony" as well.

3. The point was that AWOL has unlimited authority to use such funds.

That's the important fact, not whether the article is a fraud or not.

As to the "International Currency Review", you can buy a magazine subscription from Amazon.

4. why does only the Italian edition come up on Google?
http://bcentral.hacer.com.ve/cgi-win/be_alex.exe?Acceso=T009900012488/0&Nombrebd=revistas&Regini=61

and 500 per year cost does not buy you mailing to any other country besides USA if you buy from Amazon.

Interesting.

In anycase
the CIA has had the ability to drain accounts since the 60's - so no "new" deal - but a big deal if true since it adds to the hidden CIA off budget funds in a major way - and you know Congress's intel oversight group will not chase it!

It also makes Bush a liar for saying Saddam ran off with the money - but as we know - Bush is a liar is not a story that US media cam tell - or even discuss - under the RW GOP patriotic control rules they have self imposed - unless they are really so controlled.
