She covered him on the campaign trail (or the March of Lies, whatever). The unelected one handled her the only way he could, by coming up with some little nickname--I think in her case it was "Dulce."

So now she thinks they're tight (which they can't be, as she doesn't control billions in oil reserves), and acts like she's got a schoolgirl crush on him.
