Will walk through this. Butler as expected has essentially cleared him. Tony wishes above all things to cement his place in history. To do this he required a just war. He saw this as such an opportunity. The fact that his reasons have been blown to pieces won't worry him overmuch. He'll just repeat the "The world is better without Saddam Hussein in charge" without seeing the irony of such a vile little man making such a statement.
History will remember him as the king of spin and not as a great liberator or statesman. Maybe he'll be compared to Winston on some points. Winston also advocated using poison gas to deal with the less advanced enemies of the empire. Tony advocates the bombs of freedom.
