As the state completes each stage of the transformation as required by the act, funds will be released to implement the changes. To receive these so-called "requirements payments," Pennsylvania and other states must submit plans to the federal Election Assistance Commission addressing each of 13 elements mandated by the act.
In developing its state plan, a state must work with a committee of appropriate individuals, and follow a process that provides for public notice and comment. That is part of the purpose of Wednesday's public hearing. Hearings also will be held in Reading and Philadelphia
