"The U.S. civilian interrogators questioning prisoners at Abu Ghraib prison in Iraq work not under a military contract but on one from the Department of the Interior, a bureaucratic twist that could complicate any effort to hold them criminally responsible for abuse of detainees or other offenses... contractors for nonmilitary agencies such as the Department of the Interior may be able to escape prosecution for crimes they commit overseas because of an apparent loophole in the Military Extraterritorial Jurisdiction Act. The law, passed in 2000, applies only to contractors with the Department of Defense."

1. well, that loophole needs to be closed

... even if it takes a little time. these unconscienable scum will stop at nothing to avoid being held accountable--and personally I have very little compassion for people who lack a conscience.

an engineered loophole, because bush admin has been looking for an excuse to long-term invade iraq since it stole its way into power, its safe to assume that alot of these "loopholes" were pre-engineered to keep the Bush admin's enforcers out of harms way

2. A "bureaucratic twist" for damn sure.

It seems the only planning done for this war was the CYA variety.

Can you just transfer Dept funds at will? Especially one that is domestic in nature?

Since Grassley and other Republicans have admitted that oversight is minimal, it makes you wonder how much is being stolen from other domestic budgets or sources to coverup the "real"/stated (and already enormous) costs of the war.

...by the CIA. Their aircraft, surplus military, were sold off for pennies and used to haul heroin from southeast Asia.
