SSS’s Annual Performance Plan for Fiscal Year 2004 indicates significant changes within an agency which has remained relatively static since the end of the Vietnam War. In particular, the difference between the “strategic performance goals” of this year and years past is striking.

Compare a 2003 goal of rewriting the medical conscripts manual to a 2004 goal of testing the “Health Care Personnel Delivery System.” Compare a 2002 goal of maintaining the agency’s readiness plans to the 2003–04 goal of testing the activation process, including the SSS lottery system and the issuance of Armed Forces Examination Orders. Or, compare a 2000 goal of training 90 percent of SSS state directors on readiness procedures to a 2004 goal of ensuring that a viable conscript activation process allows 90 percent of tested personnel to meet activation requirements. And compare a generalized goal from 2001–2003 to improve participation in the SSS High School Registrar Program to a more specific 2004 goal of attaining and appointing an SSS registrar for 85 percent of the nation’s high schools.


Given such changes, some are not buying the SSS claim of “business as usual.”

1. The draft is already here
the activation of the ready reserve, which usually follows draftees is in the wings for July...

They now have the adresses of those kids obtained by less than honorable means and are willing to use the IRS.

So it is not accurate to say that the draft will be here in 2005, as of May 1st of this year we no longer have a full volunteeer foce, assuming you want to extend the involuntary stop loss orders

Between the stop-loss orders and the activation of the IRR, that's what we have.

Still all of that will only take us to March 2006 in deployments if Bush is reselected. Kerry has a NO-DRAFT PLAN, which avoids the DRAFT.

That's why they need the first DRAFT LOTTERY for several hundred thousand men to begin in June of next year. Bush wants to not only stay in Iraq unilaterally, he also plans to invade Syria, Lebanon, Iran, Somalia and Sudan within a few years according to the secret memo metioned in Wes Clark's book.

3. NINETY PERCENT!?!?!?! WHAT ARE THEY PLANNING???????
"Activation Requirements" is an interesting choice of words when
applied to civilians. They consider the civilian population to
be just another 'ready reserve'. It sort of makes it sounds as if they
regard everybody as potential cannon fodder, doesn't it?

There is no way that 90% of the draft-age population are suitable for military service,
so to meet such a goal they would have to draft a lot of people who aren't.

Of course, not all of the "ready reserve" are all that ready, either
(and I'm sure quite a few are down at the pizza parlor piling on the
pounds).


This begs the question of how big an army do they expect to need,
AND WHAT DO THEY INTEND TO DO WITH IT?
