Question regarding postponement of nomination

Question regarding postponement of nomination
So Kerry has to use $75 million in federal funds after convention and cannot use his own. But, what if he spends all of his pre-nomination funds on television ad buys BEFORE the convention - but scheduled to run during the 5 weeks between the DNC convention and the RNC convention. Like a reservation.

Is this possible/good idea?

They said the rules would NOT apply IF Kerry didn't make his acceptance speach untill AFTER the RNC! So the DNC could happen, but as long as Kerry does not accept nomination, he is free to spend is own money until after shrubapalooza.
