During the end of the Nixon years
his ability to press the nuclear button was covertly/surreptitiously taken away. Is it time to do the same for *? Someone who hears voices, I don't care where they come from, is not stable enough to make rational decisions. How to accomplish this goal?

1. I doubt Bush has ever had access to the real button
I'm sure Cheney is the one with his finger on the button...which could be even more frightening.

4. The congress didn't tell him
but Kissinger knew they had decided not to allow him to make any more decisions. It was part of what convinced him to resign.
