I'm confused. Are Americans ignorant or just uninformed?

My teacher's boyfriend asked her "Why does everyone blame Rumsfield for the mistreatment of Iraqis done by some soldiers?" while they were watching the news. Now, this guy is not a right winger or a centrist; hes a democrat. Well obviously we blame Rumsfield because he's the secretary of defense, the boss of the military (in lament's terms). Did I miss something?

And yes they are. People simply have to be reminded that it is unlikely that a bunch of reservists (or NG) came up with the idea to use nudity and homosexuality, taboos in the Arab world, all by themselves. Follow the chain of command and see where it leads.
