ISLAMABAD, Pakistan -- A much-touted Pakistani offensive against al Qaeda and Taliban fighters operating along the country's northwest border with Afghanistan failed to reach its goals, analysts said, with President Pervez Musharraf's troops unable to apprehend any top Islamic militants.

The operation's fizzling out came after Mr. Musharraf and other Pakistani officials raised hopes in March that Islamabad was close to arresting major al Qaeda figures, including Ayman al-Zawahri, the terrorist organization's No. 2 commander. The analysts said Islamabad's inability to make any significant gains against al Qaeda or the Taliban is frustrating U.S. military commanders, who have pressed Mr. Musharraf to prevent militants from using Pakistan's tribal areas as a base to attack American troops in neighboring Afghanistan...
