There is a passage in the Taguba Report that reads as follows ...

MG Miller’s team recognized that they were using JTF-GTMO operational procedures and interrogation authorities as baselines for its observations and recommendations. There is a strong argument that the intelligence value of detainees held at JTF-Guantanamo (GTMO) is different than that of the detainees/internees held at Abu Ghraib (BCCF) and other detention facilities in Iraq. Currently, there are a large number of Iraqi criminals held at Abu Ghraib (BCCF). These are not believed to be international terrorists or members of Al Qaida, Anser Al Islam, Taliban, and other international terrorist organizations.


There's a lot of jargon here. So let me try to add a little context and explanation.

Taguba makes the point that Miller was using Gitmo rules as "the baselines for its observations and recommendations" for how things should be conducted in Iraq.

"What will his real duties be in Iraq? Will he be promoting a transition to genuine Iraqi sovereignty and democracy, or merely the appearance? He'll be supervising a huge staff of diplomats and intelligence officers. Will they respect Iraqis, or will they engage in massive bribery and other dirty tricks to manipulate and subvert Iraqi institutions and individuals? Is the real goal to purchase influence over so wide a range of Iraqis that even a freely elected government in 2005 will end up serving U.S. strategic and economic interests at the expense of Iraq's own legitimate interests?"

IO COMMENTS ON MG MILLER’S ASSESSMENT

2. (S/NF) The recommendations of MG Miller’s team that the “guard force” be actively engaged in setting the conditions for successful exploitation of the internees would appear to be in conflict with the recommendations of MG Ryder’s Team and AR 190-8 that military police “do not participate in military intelligence supervised interrogation sessions.” The Ryder Report concluded that the OEF template whereby military police actively set the favorable conditions for subsequent interviews runs counter to the smooth operation of a detention facility. (ANNEX 20)


Now How in the HELL can this guy now be in charge of all the Iraqi Prison's. He asked these people to do these terrrible things to these prisoners. Have our Democratic Senators even read this report? Are they going to ask rummy about miller tomorrow?!? I am PISSED!
