If it's just a "few bad apples", what's with the coverup?

If it's just a "few bad apples", what's with the coverup?
Why did the Army lie and say the torturers hadn't been trained in the Geneva Conventions?

Why did it take a year for anything to happen?

Anybody who tried to cover this up is guilty of aiding and abetting war criminals. And it looks like it's endemic, so it looks like those few "bad apples" have spoiled the whole bunch.

The conduct of those contractors is tied in with a tone set by Rumsfeld and Kevin Byrnes, the General in charge of overall Army Doctrine and training in consultation with the Israeli Defense Forces.
