Another underfunded mandate.

HAVA is the Help America Vote Act which triggered the panic attack among county and state officials, so they thought they had to buy new voting machines.

Actually, they don't have to dump punch cards, HAVA doesn't say that.

And actually, they don't need to buy touch screens, HAVA doesn't say that either.
