A "neo-liberal" is someone who supports "classical liberal" economic policies, namely free trade. That's the old definition of "liberal" -- you know, "liberal" = "free" = "laissez-faire/free markets" -- and even today that definition is still often used in the context of an economic discussion.

They aren't "liberals" in the current popular definition of the word, although a lot of them ARE socially liberal. Being a "neo-liberal" has zero to do with party affiliation and is not the same as being a DINO. They can be of either party.
