This is just a continuation of the exploration phase of PNAC. After Vietnam and the end of the Cold War PNAC decided it wanted to dominate the world through force of arms. But Vietnam made us wary of war. So they had a little Gulf war as a sales pitch and to test the waters. They figured out what made the public squeemish about war.

So now in Gulf War Part II new and improved they have cleaned it up even more. Keep the image sparkly. Don't let the people know who is getting killed. Don't even show the enemy getting killed (the big mistake learned in Part I). It just reminds people that war hurts people. The less they know the more compliant they are. And besides that, all those dead bodies will just mess up their pretty minds.
