bbv=black box voting=voting on electronic machines which don't print paper ballots a voter can verify.

Many people are concerned that such electronic voting machines can be rigged.

Without voter-verifiable paper ballots, there is no way to do a meaningful recount, even if there is evidence of fraud.

There are bills in the House and Senate to end black box voting before the November 2004 election.
