Crime and punishment ?

Crime and punishment ?
None of this is likely to happen but say for a moment that there
was some semblance of justice left in America or if that concept
is too hard to grasp just substitute the name of a democrat for the perp in the following situations. This is a serious post, there is some speculation here that even if some of the "crimes" were pursued there would be little or no consequence other than, " Stop that ".

Please, if anyone can,

1. state the "crime" that has been committed.

2. The legal enity that would make the arrest & prosecute the case.

3. What would the max & min penalty possible upon conviction.

A. Bob Novak leaking the name of Amb. Joe Wilson's wife as a CIA agent ?
How is this guy walking around free ? No Matter how or who told him the leak, he still published it, right?

B. Rummy & Bush misusing 700 million to plan & prepare for a secret war.

C. Rice comitting perjury at the 9/11 hearings ?

D. Bush conspiring with the Saudi's to fix the 2004 election.

It just seems like there is a lot of talk about wrongdoing, but short of empeachment what are the penaltys that are keeping people in Government in line. What are they risking really other than dirty looks ?
