Clinton Told Bush That Bin Laden Top Security Threat, Time Says
April 18 (Bloomberg) -- Former President Bill Clinton told the commission probing the Sept. 11 attacks that he warned President George W. Bush after the 2000 election that Osama bin Laden would be his top national-security threat, Time magazine said, citing unidentified sources close to the panel.
Clinton testified before the independent panel on April 8 in a private, unrecorded session. The commission plans to ask Bush about the conversation when he and Vice President Richard Cheney meet with its members in a similar closed setting, Time said.
The former president said his order to kill bin Laden was clear, Time reported. Some senior managers at the Central Intelligence Agency said Clinton's instructions were to capture the al-Qaeda leader, Time said.
Clinton said at the meeting that he became obsessed with bin Laden after al-Qaeda struck U.S. embassies in Kenya and Tanzania in 1998, but lacked ``actionable intelligence'' to catch him, the magazine said, citing the unidentified sources.
