2. Might as well enjoy yourself while you're staying out of harm's way

Cheney spent his escape from Washington fishing. When you know the terrorists are coming the best thing to do is get out of town and try not to think about it. Don't bother yourself with protecting the little people who fly on airliners or work in office towers - those people are on their own. Just relax and take it easy until it's all over. Then you'll have a nice excuse to try out that shock and awe stuff, and you'll get to wear some cool War President costumes.
