I believe it was being said to a prisoner being interrogated. I forget if it was a drama or a satire.

Franken's humor reaches back to lots of older humor. Such as, on the first day he aired, he did an homage to Bob and Ray's character, Wally Baloo. So, hang in there, some of this is for folks who "get it". I get it and I like it. Not every minute of his broadcast is going to be for you.
