The "don't know" crowd is shrinking. Very tight levels of approval/disapproval.

4. Not really. As Bush's approval declines, the "don't know" segment...

... represents people who are in the midst of changing their minds. they are not the same people each time. People don't just jump right from "Approve" to "Disapprove". When Bush's numbers are in decline (as they have been for most of his term), the "Don't Knows" are people in the process of jumping over from "Approve" to "Disapprove".

It was only before 9-11 that the "don't know" vote was much higher. Ever since Bush was at stratoshperic 80-90% approval ratings following 9-11, the "don't know" has been generally 5-10% (sometimes a bit less, sometimes a bit more). Yet the approval keeps declining, and the disapproval keeps rising. "Don't Know" is the path that people take in moving from one side to the other.
