In the MTP clips, is Bush reading from a cue board?

He keeps looking down and to his left as he talks, as if he's reading from a cue board. This is what actors do when they don't memorize their lines. They look down at a cue board.

Watch for this.

Bush is absolutely terrible at concealing the fact he is reading rather than speaking off the cuff.

The Daily Show had a snippet of his "interview" during the Super Bowl pre-game show and he was obviously using either a teleprompter or cue cards. I could see him reading his answers.

What kind of man can't speak off the cuff in a simple interview like that?

last night - Bush stuttering over his words, followed up by porky pig (I think) stuttering over his words. It was a crack up.
