These people are Mr. Bush's agents carrying out his policies.

A similar White House-is-separate argument came from attorney general-designate Alberto Gonzales during his confirmation hearings. As White House counsel, Mr. Gonzales testified, he represented "only the White House," but as attorney general he "would have a far broader responsibility: to pursue justice for all the people of our great nation, to see that the laws are enforced in a fair and impartial manner for all Americans." Isn't the president -- the "White House" -- supposed to do that, too? <snip>
